Foreign Direct Investments

Standard Regime:

Under the Foreign Investment Act, foreign investors can enter various sectors based on the Foreign Direct Investment Policy of the Maldives. This policy outlines foreign shareholding limits and minimum investment requirements. While certain sectors allow up to 100% foreign ownership, others require joint ventures with Maldivian partners.

Private Sector Initiated Proposals

Investor-Initiated Projects:

The Private Sector Initiated Proposals framework allows investors to submit their own project proposals for government consideration. After submission and compliance checks, projects are evaluated for alignment with strategic priorities, approved by the Economic Council of the Cabinet, and finalized through a government agreement.

Government Tenders and Public-Private Partnerships

Tenders and PPPs:

Foreign businesses are invited to participate in government tenders and Public-Private Partnership (PPP) projects across various sectors. These opportunities are publicly announced and open to qualified international firms.

Special Economic Zones

SEZ Regime:

The Special Economic Zones (SEZ) Act facilitates large-scale investments of at least USD 100 million in strategic sectors, including:

• Manufacturing• Transshipment ports, logistics, airports, and related services• Educational and research institutions, including universities and specialty hospitals• ICT parks and technology facilities• International financial services and trade centers• Renewable energy projects• Introduction of new technologies• Food security• Gas exploration

Investors can allocate up to 40% of their investment to tourism-related ventures, with at least 50% directed towards strategic SEZ areas.
